Your local currency and the country you are located doesn’t matter at all.
The question is, what’s $20 worth in your local currency?
All you have to do is choose a crypto exchange, register an account, and verify it, then you can start investing in Bitcoin.
It is as easy as buying something on Amazon or any other online shop with your credit/debit card.

Because regardless of who you are, 10% should be very safe, and 30% can be a little risky for some people, but as I said, it all depends on your risk tolerance.
I have also seen people go above 60% and those who invested their entire savings which to me I believe to be highly risky.
